3GP. 3GP is the mobile-phone video format of the 2000s. Older Android and feature phones recorded video and voice in it, usually with AMR or AAC audio.
MP3. MP3 throws away sound the ear is unlikely to notice, using a psychoacoustic model, so a song shrinks to roughly a tenth of its CD size.

Yes. The video is read in place rather than copied into memory, and only its audio track is decoded. A one-hour 3GP usually converts in a few minutes on a laptop; phones are slower but work.
